Cultural Policy ReformsHara Kei, who had recently been elected as the premier of the home government, realized the previous methods of maintaining harmony in the colony had been excessive in its austerity. The Hara government adopted a new motto in the wake of the March First Movement to assuage feelings of hostility: Nissen yuwa ("Harmony between Japan and Korea"). Hara appointed Admiral Saito Makoto as the new Governor-General. Saito opted for a policy of cooperation in place of coercion and the implementation of certain draconian measures. Saito also redressed certain grievances of the Korean people. Here's what Saito did: -Whipping for minor offenses was abolished.
