The Colonial Education System

Higher education in the colonial system was limited and reserved for the Japanese. However, a small number of Koreans were allowed to study abroad in Japan. These few Koreans undoubtedly were the best and brightest students around. Once in Japan, they were exposed to the wide variety of radical intellectual ideas at the time. Ironically, it was because of this exposure to political ideas in Japan that these Koreans became the leaders of opposition movements, like the Korean Youth Independence Corps which drafted the Tokyo Declaration of Independence in 1919.
